The TeleCentre Pilot Project

The Minister of Communications and IT, Mr. Nica approved on Friday 6 June 2003 our proposal that RITI dot-Gov should run a pilot project on Telecentre in Romania . He also suggested some locations for the centres.

We started directly to explore potential sites, and visited also the community suggested by the Minister. The mayors and other community representatives we met stressed the significant need they have to get improved communications facilities. They also mentioned that many families in the villages have relatives in other parts of Romania and also abroad. Since many villages only have a public payphone, if anything at all, it is impossible for the relatives living outside the village to get in touch with their families. The messaging service to be included in the telecentre will finally make it possible for all family members to stay in touch with each other, regardless where they live.

On the 27 of June we have selected the sites for the first Telecentres in the Telecentre Pilot Project .

Between 12-14 July a second trip was made to the Telecentres to discuss several practical problems. See the layout of a Telecentre.

Another visit to the Telecentres together with RITI -Access took place at the beginning of September to finalize the technical and logistics details related to the setting up of the Telecentres. During 24-26 September the representatives of the Communes  undertook the training organized by RITI dot-Gov in Bucharest on General Telecentre related issues and Basic Usage of Computers and Internet.

The Telecentres were equiped at the middle of October and opened starting with 14 October. (The Telecentre from Rebricea will be opened later because the technical solution requires a longer period of preparation).  RITI dot-Gov will check the way the Telecentres are run by the local communities and provide the required telecom services to the inhabitants of the communes. Our project will assist the communities with any further problems related to the operation of the Telecentres.
